The Washington Headquarter Services (WHS) has awarded Ian, Evan & Alexander Corporation (IEA) the Technical Engineering Analytical Management Support (TEAMS) blanket purchase agreement (BPA) to support the Office of the Under Secretary of Defense.

WHS Acquisition Directorate is the Single Enterprise Contracting Office (SECO) for the Office of the Secretary of Defense. The SECO purchases over $1.3 billion in products and services annually. The largest category of services purchased for SECO customers is knowledge based services, which account for $973 million of the total funds obligated by the SECO. The TEAMS BPA provides an easy-to-use platform for all WHS/AD Contracting Officer’s to procure knowledge based services that may be used across the Office of the Secretary of Defense. These services include, but are not limited to, program management, management consulting, engineering, scientific, environmental, financial management, and ancillary services—such as executive administrative support—in CONUS and OCONUS locations.

The scope of the IEA BPA is the provision of all knowledge-based services currently available on the Multiple Award Schedules and includes any labor category authorized under any special item number (SIN) available therein. The BPA scope includes the following schedules:

520 – Financial & Business Solutions

871 – Professional Engineering Services

874 – Mission Oriented Business Integrated Services

541 – Advertising & Integrated Marketing Solutions

738 X – Human Resources

899 – Environmental Services

IEA is the Small Business Contracting Teaming Arrangement (CTA) Lead with core subcontractors KMPG, Pro2Serve, Sehlke Consulting, and Wittenberg Weiner Consulting. This is a multi-award BPA with a one‑year period of performance and four additional option years. The benefits of using the TEAMS BPA include no labor category restrictions, streamlined pre‑ and post‑award processes, increased price controls, support for all contract security levels, and streamlined achievement of agency small business goals.
